Head to Feralas and find the small box outside a tent at (76, 48), yielding an OId Key. This opens a small chest that can be found underwater in the lake right near the camp at (80, 49). Jump in, swim down, and you can find the chest near a sunken boat. Open it to claim your Rune of Tidal Waves.
