With Season of Discovery bringing new level caps, the dungeons you want to be doing have shifted. This overview will highlight what dungeons are available for each Phase in Season of Discovery as it comes.
Phase 1

Razorfen Kraul, and The Scarlet Monastery can technically be entered at level 25, but the bosses will be extremely challenging for a level 25 party and only a couple of items in these dungeons will be usable at this level. Gnomeregan cannot be entered since it is planned to be a raid in Phase 2.
Raids
Blackfathom Deeps is the first revamped raid available in Season of Discovery. This is a 10-man raid requiring level 25.

Zul’Farrak and Maraudon can be entered at level 40, but the loot typically requires higher level. There are also a handful of quests available in Zul’Farrak that may or may not have their level requirements altered for Season of Discovery.
Raids
One raid has been announced for Phase 2, Gnomeregan. This raid is a revamp of the vanilla dungeon of the same name, and will feature new bosses and new loot.
