How to Get the Horn of Lordaeron Rune
To get the Horn of Lordaeron rune, you must be at least level 4 and have trained Blessing of Might (or another buff).
Head to the Stoutlager Inn (35, 48) at Thelsamar in central Loch Modan. Go downstairs and look for a book on a table called Libram of Blessings. This will give you the Libram of Blessings item, which you can right-click to equip in your relic slot.
To activate the item, you’ll need to buff 5 different characters with Blessing of Might or another buff. They do not need to be in your party for this to work. Then you’ll be able to open your character window and right-click the libram to learn the rune.

Head to the Gold Coast Quarry or Jangolode Mine in western Westfall and kill Undying Laborers at 45, 26.8 until one drops a Libram of Blessings. Right-click to equip in your relic slot.
Undying Laborers seem to have a long respawn and may require a lot of time before you find one, it can be faster to go to Loch Modan instead.
