Goblins and Worgen Are Now Available on the Cataclysm Beta

A new build has gone out for the Cataclysm Beta, and if you’re lucky enough to have been invited to play, you can now make Goblin and Worgen characters.

So far there’s still plenty of other content that hasn’t been added yet. Perhaps Blizzard is planning to roll those features out one at a time or in small batches. As of now you can play all of the revamped vanilla zones and now the new races and their starting zones, but most of the level 80-85 content is not available yet.
